No, I is hot while cranking too, certainly with the HEI conversion (not the same as the OE circuit diagram). Generally, I only use the I circuit for the distributor/coil, and/or maybe the MSD.
Do you have Packard 56 terminals? Is there a wire in that #9 bulkhead spot? As long as it's not full time 12v, yes, you can use that, or the choke wire.
