I did take care of this last weekend.
The screw has a 3/8" head as shown. Not surprising, I had one in my bin of fasteners that are from cars I stripped 20 years ago.
On my car, someone had removed it, so the bracket was only making intermittent ground. To access it, I didn't have to drop the column, but just had to undo the lower column support. from the column and the supporting rods etc. The hole that the screw goes through was then visible. I used a 1/4" ratchet.
