Does he still have the stock shroud in place?
I don’t think it’s as big an issue these days, but has the block ever been drained and flushed?
Might be worth using one of those laser thermometers too, to compare the temperature at the inlet and outlet of the radiator. I believe it should drop at least 20 degrees.
