The screws, and "mostly" in VN cars appeared as cars were all thought to have AC and many had a fresh air vacuum assy installed, then removed as they didn't need it with Non AC. Screws re used and the larger washers added by a owner to keep plastic from cracking. I concurred that in VN this operation was done much earlier in assy. than in Norwood.
I had a 09A( Early 1971 production built in 1970) '71 Norwood and it never had screws, still have the whole cowl.
