From my understanding, in '64, you needed an auto trans to get a vacuum gauge. I've never seen one mounted in that area, as I've always seen them mounted on a console, but that doesn't mean you couldn't get a vacuum gauge put there. Tach was always mounted on the dash.
Can anyone else shed some light on this?
