In 1965 California stepped up to the first emissions requirements.
In 1964, Positive Crankcase Ventilation systems were being used on 64 GTOs
vs Road Draft Tubes to remove the corrosive fumes from the crankcase.

Sometime in the 1965/1966 time frame, the system was redesigned to eliminate the open breather set-up on the valve covers and install the Closed Crankcase Ventilation system. Some 1966 Tri-Powers got those systems in California.

Not sure if the parts were in place in model year 1965 in California. and Ram Air was brand new on Pontiacs.
The first home built Ram Air Steel Trays were done by Royal Pontiac on their cars.
