Folks have been rebuilding lifters since hydraulic lifters were invented.
The lifters in my K1500 were pulled-apart for cleaning and inspection. Nothin' to it--if the lifter is basically healthy to begin with.
My guess is that "rebuilding" in the Comp Cams sense means "throw away the "cartridge" and buy new ones."
