Think the limit on the Saginaw was about 400 lb-ft (gross). Both three and four speed Saginaws were for smaller cars/engines. Pontiacs, particularly for big car loss leaders, found it cheaper to buy three speeds from Ford than tool up something new. Then the three speed Muncie became available.

BTW know that some Saginaw four speeds were made with a 2.98:1 first gear at least for 1978.
