Is this a depressed wiper or non depressed?
The #3 disconnected should have made the wiper fast.
The #3 circuit is probably grounded, whether internally at the wiper or at the switch. Look under the cover and make sure there isn't something hinky looking.
(the #3 circuit should be open for hi-speed)
Also should be a resistor there that needs to be good.
