Default Low speed only on wipers

I did search some, didn't find what I needed.

Sent non working wiper/washer to Steve Hackel who restored the unit, came back amazing. See pic. Installed and tested low, it worked. Then pushed for washer. Lines were dry but it shot water finally and great. Switched to high speed and it is the same speed. Tried washer again and nothing.

-If the motor only had one speed, will the washer still work? ( wondering if I have more than one issue)

Reached out to Steve, told me what I know already. #3 is grounded, or it's a bad switch assuming 12v at motor.

I disconnect the harness and applied 12v to #2 per the service manual. I jumped #1 and #3 to ground, low speed works. I removed #3 while #1 to ground and it's still low speed. Makes me think switch. But I test one more time, #1 and #3 connected, I apply 12v this time before I take the jumpered two terminals to ground and the wipers run (low speed) I remove #1 and the stop (no park).

As far as wiring, the motor leads can only go on one way, but the washer seems like it could be plugged in two different ways. Currently blu/wht is on left and black on right terminal.

Any help would be appreciated.
