I am not an electronics expert by any means. But we have 3-4 of the fuel composition sensors/testers you are referring to that you read hertz output with a Fluke meter to determine alcohol content. I can say the tool produces results +- 1% vs the old standard method of mixing fuel with water to extract the alcohol in a measured vile. We used to do back to back testing all the time in class.
