Is he actually going to be pulling or installing engines? If not, 24 feet should give him ample space for most tasks. Of course, the garage size may be limited by his lot size or local zoning. For that matter, I've done an engine R&R on my 1961 Bonneville in my 24 foot garage, although I did have to push it back a few feet so the rear end hung out the door.
