68 Cluster certainly needs GND'd so i put a copper strap to the Lighter. Dash metal GND needs an intentional path to the Alternator case, so i put a firewall GND wire to the engine harness path to the alternator (a chummy copper wire with GM crimped Lug to rear case.
I think the GEN lamp may glow dimly (with a good Alternator) if there is a Cluster GND issue.
