As Heybuck mentions, it is part of the ATC system. Very rare indeed. AC was the most expensive single option I think on the full size cars in 65. Then add an ATC version and your in super rare territory. Special dash pad on top of that? Wow! Here is the 1965 AC supplement pages referenced by Haybuck. Not nearly as cool as a vacuum ashtray, but this looks like the deal.
