It still sounds like your fuel pump won’t build pressure. It takes flow to build pressure, it doesn’t sound like it has enough flow at idle to build 60 psi. Probably gets worse as it tries to add fuel.

If the new fuel pump doesn't cure the issue, I'm going to purchase an IH micrometer and some checking springs. I can get that information from there.
