I would too but unfortunately the way I understand it, it's a state by state basis. California is one that I know of that allows out of the country processes, as long as some form of finishing is done in house, it can be claimed as made in the USA.

As an example, AFR is one such company that does this, based in California, a lot of there stuff is now cast over seas, but machining processes done in house. So they still claim made in the USA. Edelbrock still casts a few of their heads for them as well, but some of their "cheaper" line is cast in China. It's become a fairly common deal with many companies these days and been going on for years.
