I thought the color of that surface along with the gauge faces, recessed areas that the gauges sit down in, and layer of paint just below the faux wood grain covering was Blue Charcoal. I have several ‘68 dashes here as well as original glove box doors and that all have the same paint in a very low sheen. I have the PPG code for it somewhere but the Pontiac color that it crossed was Blue Charcoal from what I researched.
