The lower mounting of the valance is done with regular number 10x16 U nuts and hex headed sheet metal screws, it’s the upper ones the are the problem!
If I recall right these use oval shaped nylon incerts that get pressed into the bumper which then except number 10 sheet metal screws being put into them.

The only thing I can think of to replace these nylon incerts would be smaller version of the license plate type nylon items.

It would be really hard to use small .nuts and bolts to attach the upper part of the valance to the bumper, but I guess it could be done by small hands.

3D printing needs to come to the rescue for small nylon parts like these

Maybe if you remove the whole taillight assy you could have better access to using nuts and bolts?
