Yes it does show the crank centerline referenced down from the passenger side dowl hole and over from that lower bolt hole.
If you measure down 1.880” from the dowl hole to the lower bolt hole and then measure out to left .110”, then that’s where the crank centerline measurement of 7.690” is taken from, assuming those three dimensions are correct.
It should be easy to flip a block on its nose and confirm some of these dimensions, no?
