I don't think I have ever had one with bolts instead of studs and nuts. Yes, 5/16"-24 fine thread is correct, but bolts only...?
To answer the OP's questions, just tighten them down without going gorilla strength on the nuts. I use lock washers between the nuts and the fan hub.
