I searched the forum after I started this thread. Should have done that first...
Anyway I found a thread for 71’s that showed a both with a flanged head and was like a built in washer. Not like the captured washers I posted above. The underside of the flange has hash marks to help the bolt bite into the bracket.
I found two in my bolt box like this:
