I recall @ 1974 helping a friend take his stock 71 Firebird Esprit home from NY for winter storage at his parents outside State College... I was driving his NY tagged/inspected 68 Tempest...big tires, headers, loud exhaust, stall convertor, big cam... caught in traffic for football game...Rump,Rump,Rumbling thru traffic, crowded sidewalks...I was being stared at as if I were commiting a felony! lol

TN not much different than Alabama except 6 counties have emission testing for 75 and newer. Inspection is generally pretty easy sniff test, gas cap/tank check, and convertor in place...til you get into OBD2 cars.

No safety inspections...Personal responsibility laws encourage you to keep your car safe and roadworthy. Get in an accident because it isnt and basically you're screwed! (In NY an inspector could easily get in a jam if something unseen fails shortly after inspection. I'm betting same in PA)
