Regarding the inner brace, I kinda wonder if you really need the part that's missing. You've got the majority of it there and I think once on you get the fender in place and bolt it up to the bottom of the cowl, it's going to be plenty rigid....
BUT, on the other hand, I know how we hate to take shortcuts and it may bother you just KNOWING that it's not there.... In that case, I would think all you need to fabricate is that small portion of the brace that's missing. Leave the fender patch itself as it is.
The missing portion of the brace shouldn't be hard to fabricate
