Good advice. Meet them--welcome them. Tell them the animal is aggressive and they need to constrain it. I wouldn't give any room for wiggle on them chaining the dog, personally. You'd rather not have to shoot him. I'd call Animal Control the next loose dog occurrence after you talk to them.
