Judge, if there is no paint on the metal area you are painting, just take some 400 grit sandpaper and go over it. Otherwise you need to remove whaterver paint is on that area as this stuff is for metal/rust coverage. You can then paint the POR-15 with a 1/2 decent paint brush but you may just want to want to thin it about 25% with laquer thinner. Do not retouch it as it dries as this will leave brush marks in the paint. Only way to get rid of those is to resand and reapply. It is tough stuff to sand too!!! I did my frame, underbody,firewall, and top floor pans with it. It came out great. You can then paint (top coat) over it any type of paint when dry and it will not rust through.
