The seats on some later models had a switch for the seat belt light, but nothing else.
If your locks only work one way then most likely it's either the contacts on the switch, or the solenoid itself...

Take a look at this picture. The strap is attached to the body, and it picks up 1 of the screws when you attach the lamp housing. There is no separate ground wire, just the strap.
