Well it sure as hell is ��. Actually the carb has a nipple that is the source for the choke pulloff, and the pulloff has a second nipple that goes to that ball. It would seem all vacuum would be lost...

It's a vacuum resevoir to keep the air conditioning controls and vents from changing under low vacuum conditions, should have a one way valve plumbed in the feed line from the engine.
