The Temp and Gen light should be lit in the "on"...

The Temp and Gen light should be lit in the "on" position and the oil pressure light should be lit when you move the ignition to "start". The Gen light may be on in the ACC. position, mine is.

I have had one apart to repair, you would need to cut through the caulking to get it apart. If it is in good shape and works ok I would mask it to paint it. No use messing with it if it works.
