Is the polished surface just clear coated, or is that painted with some other finish?

Stock, these came with 225-70-15's which are 27.4" tall. Am I missing something?

Currently on my 76, the previous owner put 215-70-15's, which are horrible and look undersized....

Go to start my '76 Trans Am, and when I turn the key, absolutely nothing happens. No power to any of the accessories, lights, dash, etc. Obviously, nothing happening at the starter.
