Are you sure the correct metering block to body and base plate to body gaskets were used. Usually Holley give you a choice of several gaskets in their kits. That's an easy way to block off ports...

Mike.. If you had an engine that required more than 16 degrees of ignition timing just to get the thing to idle... you had more basical problem with the engine than what a timing adjustment would...
