I believe that type of primer setup only shoots air into the float bowl which forces the fuel up thru the main jet. Are you getting gas where the fuel hose connects to the carb?

Yes same offset. Becareful a 400 ci motor has a different (more) offset than the 389. Not sure about the 67 year 400. It may be the same.

I ended up running seperate ground wires to my housings to make sure mine work all the time. Make sure your getting 12v thru the wires first. If you are then it's the grounding.
