My instructions that came with my old Summit starter said to use a 1/8" drill bit or welding rod and shim it until the "crotch" of the contact is 1/8"

If the gasket is done right there should not be any oil on the head of that bolt.
I just use a 5/16 flat washer. They fit tight on a 3/8 bolt.
