Michigan Car Titles Police Title ?

I know some Michigan Titles can be orange indicating a rebuilt / Salvage.
Looking at a car that runs a clean/spotless CarFax but the seller is stated to have a "Police Title" Possible it was...

Looking for a nice true set of 15x7 rally 2 wheels. If they need restoration, that's fine. As long as they are good drivers, not bent or out of round....

1) Most Power - 1969 Judge. Hardly any options and just strong.
2) Best Cruiser - 1970 455HO - Drove from Fla to Ohio easily in 2000.
3) Best Daily Driver - 1986.5...

Just an update. Mini Starter Made New...

Just an update.

Mini Starter

Made New 1 gauge Ground Wire and positive wire. Soldered and such....

Added a second ground connection from the passenger wheel well to the frame.

Added Pics.....

Battery was tested under load as well. Even took it to where I purchased... have the printout from their test, all looks good.

The Cables,,,pretty bad. Even the ground wire felt a bit 'crispy'....

So Far.... we have the Battery at just a tick...

So Far.... we have the Battery at just a tick under 12.9 Volts. Cables/Starter look to be the culprit....so far. Will post pics when I can.

Just for reference,I tried something . I removed the block to firewall ground- and it cranked...

Good question on the ground connections. I replaced the block to firewall ground - I know there is another, which I have yet to locate. On a 1970, would it be from an inner fender to frame ?
