A/C = kiss of death on the performance side. Usually low numerical geared rears if I am not mistaken and a wide ratio M20 on most not all.

Leak down test

have seen this happen a few times in my life. Two main issues that were found were
1. The rubber plugs in the valve cover breathers were not cut open.

2. one piston ring was missing or broken.

You thinking of round port bolt pattern for the 3? Original Round ports were 3. 4 hole for the D ports if I am not mistaken.

Structurally brazing is not a strong enough method to weld a structural QP on. The factory only brazed the QP on in a couple of spots to hold it until it was spot welded on.
Mig welders are cheap...

Lacquer

Lacquer was used all the way to 1987 or 88 on most GM cars. Some got enamel and the first BCCC paints. Early 90's is when most cars were painted BCCC.
You should be ok if your car is original...
