When you jump start the car where do you put the jumper ground cable? Maybe your battery ground to the engine is dirty/rusty. Remove the cable from the engine and clean the connection. Worth a try....

I think what he has is an old after market horn relay. My grandson bought a 1964 GP with one. Instead of the metal cover it has a black plastic one.
