Using the information from www.camaros.org I was able to decode the cowl tag for my son in law, and found additional locations for drivetrain decode if he wishes.

It is most likely the wire with insulation worn off in one or more spots. Use the old wire to pull a replacement wire up through the steering column, then connect the new wire to replace the old.

You (and your machine shop) do know that the rockers on a '60 Pontiac are oiled through hollow rocker studs and depend on holes in the camshaft and #2 and #4 cam bearings to meter the oil, don't you?
