Wondering if large thick "washers" were used as shims?

I'm cleaning up parts on the front of my 70 LeMans.

I removed the big stamped steel reinforcement/support from the front bumper and found this large, thick washer used as a spacer on one side between support and bumper:

Being curious and wondering if something had been bent, I found this refernce to a shim being used "as required":

The image clearly shows a more "conventional" shim but given this was "as required", I'm wondering if the large washer was a standard and common original part?

Anyone familiar with these washers and when/where they were used?

I ran across another of these "thick" washers in my pile of front end parts.

So does anyone know if these are OEM parts used as spacers by Pontiac or were they put into my car by a previous owner?

I went and checked a 70 Lemans front bumper assembly I have in storage. There are no shims or washers on the one I have.

My beater had the front clip replaced piecemeal and with randomly sourced, incorrect parts by a previous owner. So it's possible the spacer was just something he had laying around.

Neither the bumper nor the reinforcement had any sign of damage, but I really can't say if the bumper assembly had been apart or not. The grills had paint residue showing they came from a different car so I suspect the entire bumper assembly was replaced.

Regardless, the drawing clearly shows some type of spacer was sometimes needed so I'm still curious if these "washers" were GM parts.

I was looking at new Ames site and stumbled on these.

Mine might be thicker, but at least it appears there were thick washers sometimes used as spacers in bumper assemblies.

I put mine back where I found it, whether it was "correct" or not.
