I've been in that situation before with DBC, and my paint jobber has called the PPG tech lab and gotten help (a formula) in some cases. See if you have that option.

Epoxy primer is the answer. At my shop we encounter lead on almost everything we restore. Because the lead sometimes has open air pockets/pin holes we don't use any chemical paint strippers or acids...

For mass production it would be faster/cheaper to paint black and then block off the openings for body color application, than to apply body color and later mask the openings for black out.

It's fixable, but it would be wise to have the car with fenders mounted to verify the contours against them.
