I believe the resetting circuit breaker was used because the system was prone to exceeding the current draw limit and having to replace the fuse every time that happened would not be great for...

To add to this-I believe the top one (The actual power line for the windows) should have a circuit breaker in it's slot to the left of it, instead of a fuse. I don't imagine there's anything wrong...
