I just sold a 455 with stock rods. Stock bolts. Built in the `80`s. 5600 to 5700 rpm`s. Running low 12`s to high 11`s. No problems. Sold that motor for more than I asked for. Still running good...

Yep. Just dropped a set of 8 rubber rods in the trash that I paid $275 for back in the day. Not worth the trouble today for heat treat, etc.

They are rare these days in a 400. They are not detonation prone like the trash replacement ones usually found on stock rebuilds.

I ran a flex fan off a `69 Judge [still have it] for many years on a 480`ish hp 455. No problems down here in south Louisiana. BUT, I found out the judge had a smaller crank pulley than an a/c car....

Total ground = empty.

What Paul said above is a budget way to go. 068 with 1.65 rockers. That will give you .448 lift. With 212/225 at 050, that will be a decent step up without going to big valves and screw in studs.
