I think it depends on how many sets of heads he wants to sell. There are probably many potential buyers who would just want to do a top end upgrade rather than essentially a full rebuild.

I would suspect that he's gonna try very hard to make these work for as many applications as possible. That's what any semi-reasonable person would do. Anything else would be sort of ridiculous.

I don't know at what temp/conditions vapor lock will occur, but you could use a infrared thermometer to check the pump and lines and see if it's even in the ballpark.
