Clogged/degraded filter, ethanol gunk (from oxidation) in the filter and/or the carb and/or the pump, or low carb floats can be all cause this condition.

I can confirm that the #15's on my 68 Catalina have 30 degree intakes and 45 degree exhausts. I would be very surprised if the #14's were any different, aside from the bigger chamber.
