Default harmonic balancer question

Wondering if the thin metal spacer plate on the harmonic balancer assembly goes on before the pulley or after on a 67 GTO? Can't seem to see anything in the manual. Thanks.

The spacer diameter is to big to fit in front of the second half of the balancer, so it must go pulley-spacer-balancer-bolts?
