Default Steering column tag/part #
Found this tag on the top side of column above back up light switch....

Does this indicate year and application?

Yes, 7807882 is the GM number for the 70-75 non-tilt column. It replaced a previous number and itself was replaced with another number. What year is yours 70-71?
The 2 letter code is likely what the buildsheet called for.
