As a 64 year old I heard that donk refers to 21-22" wheels. I would suppose that scraper means so low that it scrapes the ground. IMHO

A scraper is some POS ghetto ride that the wheels are too big for the car so they "scrape".

a couple of college students moved in down the block from us. They have a new silver Impala with probably 28" wheels

they are stupid looking

I dont know how they turn the front wheels, they have maybe an 1" clearance between the fender and the tire
