In my mind when we're talking muscle cars, base car means base engine. Judges aren't base cars mainly because they're all Ram Air. The owner took the crazy asking price off the ad.

I define a base GTO as essentially no or nearly no checked off options, i.e. a 3 speed manual, standard engine, non power drum brakes, manual steering, 3.55 open rear GTO.

That's generally my view. Judge, RA or HO cars are a cut above base....everything else is 'base' with differing levels of options.

That car looks like someone took all the good parts off of it at one time, then stuck a bunch of duds in place to make it look complete.
