No oil scavenge pump on the turbo drains at this time, though not out question though. The TurboWerx Exa-pump looks like a nice piece.

So where are the oil drain lines in relation to the oil level in the pan?

When I had twin low mount turbo's I ran the turbo lines to the top of a small catch can. A fitting on each side, then I had a lower line going to the pump. It helped with cavitation, never had an issue after that.

You can see the blue return line on my setup. It has a very slight pitch to it. I got to add a pump to it, because at idle and low speeds it was not draining fast enough, and was smoking like a chimney Hate to see that happening on your setup.

Looks like you have a 90 degree fitting right under the turbo, that is not helping your "draining fast enough" at all.
Oil and AIR BUBBLES come out of the bottom of the turbo.

Large Bubbles and 90 degree turns do not work well, as at idle and low speed you really don't have that much oil flow to the turbo CHRA, (Center Housing Rotating Assy).
So the oil pushes past the simple seal on the exhaust side and gets burned.
You have an OK downward slope to the line but you need a smooth curved pipe drain coming right off the turbo.
A turbo like yours should have threads and also the bolt on flange. Weld a smooth 5/8" id tube bend on a piece of flat stock with a 5/8" id hole in it and bolt that on to the turbo. Get rid of the threaded crap.

Yes, agreed. Right now there is a "full flow" (Earl's description) -10, 90 degree fitting right off the turbo. We had to notch the crossmember just to fit that there, otherwise it would have been the "regular" stubby 90, which is worse. In order to make it as you describe, I have to have someone fabricate a tubular crossmember there to give me the room, or go the pump route.

Either way, I thought the slope on mine was steeper than Ed's setup, and I was not happy with mine, that is why I brought it up

Turbo Drains are far more important than many assume. Constant down hill slope, LARGE ID of the tube off the turbo, no screw in fittings as the fitting threads take away from the inside diameter tube size.

Final assembly/wiring is in progress. Radiators are 7-10 days out. Mandrels for cam cable driven fuel pump and crank driven alternator about another week.

Swapped out the 90 degree fittings on mine over to 60's. If we run into oil draining issues we'll try the 5/8 tube deal. If that doesn't work I'll add a tank and a pump.

The turbo oil drains are ~2 inches above the full oil level.
