Default 65-66 RamAir question

I know this will make some wonder, what the H***, but I was asked this question today.
How is a ramair pan correctly installed?? I replied "loosen the base nuts if necessary, set the pan on the 3 carbs, set the air cleaners on the pan over the studs, set the chrome lids on the studs, and wing nut them down".
The guy says he bought the pan over the counter in 1968 and it came with a complete std. 3X2 filter set up. He said " if it came with these parts, they must be needed. Should I put the bases under the pan or inside the pan"? I had no answer.
Your thoughts please!!!
