Default Replace Drivers Kick Panel

Non AC car - need to remove and replace the drivers kick panel. I searched and found a couple of posts, but not a lot of info.

Sounds like the e-brake needs to come out? Along with a handful of screws and the cable connection to the vent door. The posts I did find indicated that the bolts for the e-brake are difficult to get to.

My car is currently at the bodyshop - is this something I should be doing now before the fenders go back on or does it not make any difference?
