Default th400 slow to shift

1-2 2-3 slooow. at wot. 60ft. great. Thought lazy governor but on tear down got around .070 at intermediate clutch. Steels are .100 and 2 frictions at ..078 and 1 at .090. IS THIS MY PROBLEM? No sign of air leak at intermediate clutch. Thanks Shifts not firm at low rpm manually shifting also.

Could be a lot of things.
What mods have been done to the transmission ?
Start there first.

Check center Support shaft-Bushing Play for massive HYD Leak. Tighten packs to 060" all flat steels. Trim up Vac Mod 2-turns CW.

Is the Dir Drum mid-seal and 2nd center support ring out for full-apply? That deal needs the tinyRev bleed plugged in the Separator Plate.
